Can you translate a court letter from Tigrinya? (Gulu)

I need a court letter translated from Tigrinya into English for my children's school enrolment. It's about 4 pages. Can you help?

I'm Njoroge, and I live in Gulu. For my children's school enrolment I have to submit a court letter in English, and the original is in Tigrinya. A certified translator quoted me more than I can pay. It's about 4 pages and not technical. If you speak both languages well, I'd be so grateful for your time, even if you can't give an official certification. I can tell you if the office needs a stamp, and I'll try to find someone to do just that afterwards. I'm in no rush if you tell me roughly when, but the deadline is about 5 weeks away. Thank you for reading and for any time you can spare.
