Keep the electricity and water on at Manikandan's home in Thane

The electricity and water account is 2 months behind. I received a disconnection notice that says service will be cut off on December unless I pay $100. I have never been late before my partner leaving the household. I called the provider and asked about a payment plan, but they need a down payment of $25 first, which I don't have. I live with a newborn, and going through the cold months without electricity and water isn't safe. We can't cook, keep medicine cold or heat the home.
