Help Irfan with an overdue water bill before the cold months

The water account is 4 months behind. Irfan received a disconnection notice that says service will be cut off on November unless $150 is paid. He had never been late before an unexpected car repair. Irfan called the provider and asked about a payment plan, but they need a down payment of $20 first, which isn't available. The household includes a disabled brother, and going through the cold months without water isn't safe. We can't cook, keep medicine cold or heat the home.
