Help Henok with an overdue water bill before the rainy season

The water account is 4 months behind. Henok received a disconnection notice that says service will be cut off on October unless $100 is paid. He had never been late before July's medical emergency. Henok called the provider and asked about a payment plan, but they need a down payment of $20 first, which isn't available. The household includes a newborn, and going through the rainy season without water isn't safe. We can't cook, keep medicine cold or heat the home. Henok is working on getting back on his feet, and wants to pay it forward once steady. The money will go directly to the utility provider, and I'll post the paid statement here.
