Electricity and water shut-off notice: help Nitin pay $150

The electricity and water account is 4 months behind. I received a disconnection notice that says service will be cut off on March unless I pay $150. I have never been late before my partner leaving the household. I called the provider and asked about a payment plan, but they need a down payment of $20 first, which I don't have. I live with a disabled brother, and going through the rainy season without electricity and water isn't safe. The children would have no light to study by.
