Electricity and water shut-off notice: help Álvaro pay $850

The electricity and water account is 4 months behind. I received a disconnection notice that says service will be cut off on October unless I pay $850. I have never been late before losing my job in July. I called the provider and asked about a payment plan, but they need a down payment of $95 first, which I don't have. I live with a parent on oxygen therapy, and going through the rainy season without electricity and water isn't safe. We can't cook, keep medicine cold or heat the home.
