Tuition fund for Kemal: a master's in public health at Ankara State College

Kemal is the first person in the family to go to university. He is studying a master's in public health at Ankara State College, and is one semester away from graduating. The registrar has said Kemal can't enroll for the next term until the balance is cleared. Kemal has a 3.8 average, and a faculty supervisor has written in support. Graduating means a stable job and the chance to support the younger siblings. Without enrolling this term Kemal would lose his place and scholarship eligibility.
