Keep the electricity and water on at Ian's home in London

The electricity and water account is 3 months behind. I received a disconnection notice that says service will be cut off on October unless I pay $850. I have never been late before August's medical emergency. I called the provider and asked about a payment plan, but they need a down payment of $115 first, which I don't have. I live with a newborn, and going through summer without electricity and water isn't safe. The children would have no light to study by.
