Help Felicia with an overdue water bill before the rainy season

The water account is 3 months behind. Felicia received a disconnection notice that says service will be cut off on November unless $100 is paid. She had never been late before August's medical emergency. Felicia called the provider and asked about a payment plan, but they need a down payment of $25 first, which isn't available. The household includes an elderly mother, and going through the rainy season without water isn't safe. We can't cook, keep medicine cold or heat the home.
