Electricity shut-off notice: help Brenda pay $700

The electricity account is 3 months behind. I received a disconnection notice that says service will be cut off on December unless I pay $700. I have never been late before August's medical emergency. I called the provider and asked about a payment plan, but they need a down payment of $140 first, which I don't have. I live with a newborn, and going through the rainy season without electricity isn't safe. We can't cook, keep medicine cold or heat the home.
