Electricity and water shut-off notice: help Teresa pay $300

The electricity and water account is 2 months behind. I received a disconnection notice that says service will be cut off on November unless I pay $300. I have never been late before August's medical emergency. I called the provider and asked about a payment plan, but they need a down payment of $65 first, which I don't have. I live with two young children, and going through the cold months without electricity and water isn't safe. The children would have no light to study by.
