Keep the electricity and water on at Lộc's home in Thủ Đức

The electricity and water account is 4 months behind. I received a disconnection notice that says service will be cut off on July unless I pay $100. I have never been late before a reduction in hours. I called the provider and asked about a payment plan, but they need a down payment of $15 first, which I don't have. I live with two young children, and going through the rainy season without electricity and water isn't safe. We would also lose the ability to run the medical equipment at home.
