Keep the electricity and water on at Gabriel's home in Guarulhos

The electricity and water account is 4 months behind. I received a disconnection notice that says service will be cut off on October unless I pay $250. I have never been late before August's medical emergency.
I called the provider and asked about a payment plan, but they need a down payment of $35 first, which I don't have.
I live with a disabled brother, and going through the cold months without electricity and water isn't safe. Without it we can't refrigerate insulin and food, or keep the house at a safe temperature.
I'm working on getting back on my feet, and will pay forward whatever help I can once I'm steady.
The money will go directly to the utility provider, and I'll post the paid statement here.
Where the $250 goes:
• Heating arrears: $120
• Reconnection and late fees: $45
• Down payment on a payment plan: $85
