Keep the electricity and water on at Divya's home in Pune

The electricity and water account is 2 months behind. I received a disconnection notice that says service will be cut off on July unless I pay $100. I have never been late before April's medical emergency. I called the provider and asked about a payment plan, but they need a down payment of $10 first, which I don't have. I live with an elderly mother, and going through summer without electricity and water isn't safe. We can't cook, keep medicine cold or heat the home.
