Help Sônia with an overdue electricity and water bill before winter

The electricity and water account is 4 months behind. Sônia received a disconnection notice that says service will be cut off on November unless $150 is paid. She had never been late before losing my job in August. Sônia called the provider and asked about a payment plan, but they need a down payment of $50 first, which isn't available.
