Help Mavis with an overdue electricity and water bill before summer

The electricity and water account is 3 months behind. Mavis received a disconnection notice that says service will be cut off on August unless $100 is paid. She had never been late before a reduction in hours. Mavis called the provider and asked about a payment plan, but they need a down payment of $25 first, which isn't available.
