Help Kai with an overdue water bill before the rainy season

The water account is 4 months behind. Kai received a disconnection notice that says service will be cut off on June unless $450 is paid. He had never been late before losing my job in March. Kai called the provider and asked about a payment plan, but they need a down payment of $50 first, which isn't available. The household includes a disabled brother, and going through the rainy season without water isn't safe. We can't cook, keep medicine cold or heat the home.
