Electricity and water shut-off notice: help Emery pay $750

The electricity and water account is 2 months behind. Emery received a disconnection notice that says service will be cut off on November unless $750 is paid. She had never been late before August's medical emergency. Emery called the provider and asked about a payment plan, but they need a down payment of $160 first, which isn't available. The household includes two young children, and going through winter without electricity and water isn't safe. We can't cook, keep medicine cold or heat the home.
