Electricity and water shut-off notice: help Anastasia pay $200

The electricity and water account is 3 months behind. I received a disconnection notice that says service will be cut off on July unless I pay $200. I have never been late before a reduction in hours.
I called the provider and asked about a payment plan, but they need a down payment of $40 first, which I don't have.
I live with three children under ten, and going through the rainy season without electricity and water isn't safe. We would also lose the ability to run the medical equipment at home.
I'm working on getting back on my feet, and will pay forward whatever help I can once I'm steady.
The money will go directly to the utility provider, and I'll post the paid statement here.
