Don't let Wiktoria's family go through the cold months without water

The water account is 3 months behind. Wiktoria received a disconnection notice that says service will be cut off on November unless $400 is paid. She had never been late before an unexpected car repair.
Wiktoria called the provider and asked about a payment plan, but they need a down payment of $25 first, which isn't available.
The household includes a parent on oxygen therapy, and going through the cold months without water isn't safe. Without it we can't refrigerate insulin and food, or keep the house at a safe temperature.
Wiktoria is working on getting back on her feet, and wants to pay it forward once steady.
The money will go directly to the utility provider, and I'll post the paid statement here.
