Don't let Wayne's family go through summer without heating

The heating account is 2 months behind. Wayne received a disconnection notice that says service will be cut off on November unless $900 is paid. He had never been late before my partner leaving the household.
Wayne called the provider and asked about a payment plan, but they need a down payment of $130 first, which isn't available.
The household includes a disabled brother, and going through summer without heating isn't safe. We would also lose the ability to run the medical equipment at home.
Wayne is working on getting back on his feet, and wants to pay it forward once steady.
