Don't let Carlos's family go through summer without water

I called the provider and asked about a payment plan, but they need a down payment of $170 first, which I don't have.
I live with a parent on oxygen therapy, and going through summer without water isn't safe. We would also lose the ability to run the medical equipment at home.
