The electricity and water account is 2 months behind. Birgitta received a disconnection notice that says service will be cut off on September unless $550 is paid. She had never been late before June's medical emergency. Birgitta called the provider and asked about a payment plan, but they need a down payment of $130 first, which isn't available.
