Water shut-off notice: help Yvonne pay $550

The water account is 4 months behind. Yvonne received a disconnection notice that says service will be cut off on June unless $550 is paid. She had never been late before an unexpected car repair.
Yvonne called the provider and asked about a payment plan, but they need a down payment of $95 first, which isn't available.
The household includes a parent on oxygen therapy, and going through winter without water isn't safe. The children would have no light to study by.
Yvonne is working on getting back on her feet, and wants to pay it forward once steady.
