Water shut-off notice: help Victoria pay $550

The water account is 2 months behind. I received a disconnection notice that says service will be cut off on September unless I pay $550. I have never been late before my partner leaving the household. I called the provider and asked about a payment plan, but they need a down payment of $120 first, which I don't have.
