Water shut-off notice: help Sadie pay $700

The water account is 3 months behind. Sadie received a disconnection notice that says service will be cut off on June unless $700 is paid. She had never been late before losing my job in March. Sadie called the provider and asked about a payment plan, but they need a down payment of $145 first, which isn't available. The household includes a newborn, and going through the cold months without water isn't safe. Without it we can't refrigerate insulin and food, or keep the house at a safe temperature.
