Water shut-off notice: help Sadie pay $650

The water account is 3 months behind. Sadie received a disconnection notice that says service will be cut off on August unless $650 is paid. She had never been late before my partner leaving the household. Sadie called the provider and asked about a payment plan, but they need a down payment of $170 first, which isn't available. The household includes a newborn, and going through summer without water isn't safe. We can't cook, keep medicine cold or heat the home.
