Water shut-off notice: help Rocío pay $700

The water account is 4 months behind. Rocío received a disconnection notice that says service will be cut off on December unless $700 is paid. She had never been late before my partner leaving the household. Rocío called the provider and asked about a payment plan, but they need a down payment of $125 first, which isn't available. The household includes three children under ten, and going through the rainy season without water isn't safe. We can't cook, keep medicine cold or heat the home. Rocío is working on getting back on her feet, and wants to pay it forward once steady. The money will go directly to the utility provider, and I'll post the paid statement here.
