Water shut-off notice: help Ravi pay $100

The water account is 3 months behind. Ravi received a disconnection notice that says service will be cut off on October unless $100 is paid. He had never been late before my partner leaving the household. Ravi called the provider and asked about a payment plan, but they need a down payment of $25 first, which isn't available. The household includes three children under ten, and going through the cold months without water isn't safe. Without it we can't refrigerate insulin and food, or keep the house at a safe temperature.
