The water account is 3 months behind. Ochieng received a disconnection notice that says service will be cut off on May unless $150 is paid. He had never been late before a reduction in hours. Ochieng called the provider and asked about a payment plan, but they need a down payment of $15 first, which isn't available. The household includes two young children, and going through the cold months without water isn't safe. We would also lose the ability to run the medical equipment at home.
