Water shut-off notice: help Megan pay $650

The water account is 3 months behind. Megan received a disconnection notice that says service will be cut off on November unless $650 is paid. She had never been late before my partner leaving the household. Megan called the provider and asked about a payment plan, but they need a down payment of $85 first, which isn't available. The household includes a disabled brother, and going through the rainy season without water isn't safe. Without it we can't refrigerate insulin and food, or keep the house at a safe temperature.
