The water account is 2 months behind. Josefa received a disconnection notice that says service will be cut off on September unless $250 is paid. She had never been late before May's medical emergency. Josefa called the provider and asked about a payment plan, but they need a down payment of $30 first, which isn't available. The household includes an elderly mother, and going through the rainy season without water isn't safe. The children would have no light to study by.
