Water shut-off notice: help Ivy pay $250

The water account is 3 months behind. I received a disconnection notice that says service will be cut off on November unless I pay $250. I have never been late before August's medical emergency. I called the provider and asked about a payment plan, but they need a down payment of $40 first, which I don't have. I live with an elderly mother, and going through the cold months without water isn't safe. The children would have no light to study by.
