Water shut-off notice: help Isabela pay $250

The water account is 4 months behind. Isabela received a disconnection notice that says service will be cut off on October unless $250 is paid. She had never been late before losing my job in June. Isabela called the provider and asked about a payment plan, but they need a down payment of $55 first, which isn't available. The household includes an elderly mother, and going through winter without water isn't safe. We can't cook, keep medicine cold or heat the home.
