Water shut-off notice: help Cynthia pay $500

The water account is 4 months behind. Cynthia received a disconnection notice that says service will be cut off on August unless $500 is paid. She had never been late before May's medical emergency. Cynthia called the provider and asked about a payment plan, but they need a down payment of $110 first, which isn't available. The household includes a parent on oxygen therapy, and going through summer without water isn't safe. Without it we can't refrigerate insulin and food, or keep the house at a safe temperature.
