Water shut-off notice: help Cora pay $700

The water account is 3 months behind. Cora received a disconnection notice that says service will be cut off on October unless $700 is paid. She had never been late before my partner leaving the household. Cora called the provider and asked about a payment plan, but they need a down payment of $115 first, which isn't available. The household includes a parent on oxygen therapy, and going through the rainy season without water isn't safe. Without it we can't refrigerate insulin and food, or keep the house at a safe temperature. Cora is working on getting back on her feet, and wants to pay it forward once steady.
