The water account is 3 months behind. Charlotte received a disconnection notice that says service will be cut off on September unless $750 is paid. She had never been late before an unexpected car repair. Charlotte called the provider and asked about a payment plan, but they need a down payment of $150 first, which isn't available. The household includes a disabled brother, and going through the cold months without water isn't safe. Without it we can't refrigerate insulin and food, or keep the house at a safe temperature.
