Water shut-off notice: help Bhavna pay $105

The water account is 3 months behind. Bhavna received a disconnection notice that says service will be cut off on October unless $105 is paid. She had never been late before an unexpected car repair. Bhavna called the provider and asked about a payment plan, but they need a down payment of $30 first, which isn't available. The household includes an elderly mother, and going through summer without water isn't safe. Without it we can't refrigerate insulin and food, or keep the house at a safe temperature.
