Water shut-off notice: help Alexandre pay $200

The water account is 4 months behind. Alexandre received a disconnection notice that says service will be cut off on December unless $200 is paid. He had never been late before September's medical emergency. Alexandre called the provider and asked about a payment plan, but they need a down payment of $35 first, which isn't available. The household includes an elderly mother, and going through winter without water isn't safe. Without it we can't refrigerate insulin and food, or keep the house at a safe temperature.
