Water shut-off notice: help Aarón pay $1,000

The water account is 2 months behind. I received a disconnection notice that says service will be cut off on March unless I pay $1,000. I have never been late before my partner leaving the household. I called the provider and asked about a payment plan, but they need a down payment of $195 first, which I don't have.
