Tuition fund for Cesar: a pharmacy diploma at the Iloilo City Institute of Technology

Cesar is the first person in the family to go to university. He is studying a pharmacy diploma at the Iloilo City Institute of Technology, and is one semester away from graduating. He has worked as a tutor to pay the way, but this term the hours were cut and there's an unpaid balance of $500.
The registrar has said Cesar can't enroll for the next term until the balance is cleared. Cesar has a 3.8 average, and an academic advisor has written in support.
Graduating means a stable job and the chance to support the younger siblings. Without enrolling this term Cesar would lose his place and scholarship eligibility.
Cesar isn't asking for a handout - He wants to finish what He started and help the next student.
The payment will go directly to the the Iloilo City Institute of Technology bursar's office. I'll post the receipt.
Where the $500 goes:
• Outstanding tuition balance: $150
• Final term tuition: $240
• Exam and lab fees: $20
• Textbooks and materials: $90
