Rosie's severe tick fever: help with the vet bill

Rosie is my dog of nine years. On 8 August we rushed to the Yekaterinburg Emergency Vet Clinic with severe tick fever. The vet recommends an operation to remove the blockage, and the estimate came to $800. They have stabilized Rosie, but the treatment can't wait beyond September. Rosie is more than a pet - Rosie is a retired therapy animal who has comforted dozens of patients. I have already put $35 toward the bills and asked for a payment plan.
