Pepper's a broken leg after a road accident: help with the vet bill

Pepper is my dog of thirteen years. On 21 August we rushed to the Kampala Emergency Vet Clinic with a broken leg after a road accident. The vet recommends emergency surgery, and the estimate came to $350. They have stabilized Pepper, but the treatment can't wait beyond November. Pepper is more than a pet - Pepper is a retired therapy animal who has comforted dozens of patients. I have already put $50 toward the bills and asked for a payment plan.
