The registrar has said Nhung can't enroll for the next term until the balance is cleared. Nhung has a 3.9 average, and a professor has written in support. Graduating means a stable job and the chance to support the younger siblings. Without enrolling this term Nhung would lose her place and scholarship eligibility. Nhung isn't asking for a handout - She wants to finish what She started and help the next student.
