Keep the water on at Stanislav's home in Dnipro

The water account is 2 months behind. Stanislav received a disconnection notice that says service will be cut off on October unless $200 is paid. He had never been late before August's medical emergency. Stanislav called the provider and asked about a payment plan, but they need a down payment of $15 first, which isn't available. The household includes three children under ten, and going through the rainy season without water isn't safe. Without it we can't refrigerate insulin and food, or keep the house at a safe temperature. Stanislav is working on getting back on his feet, and wants to pay it forward once steady.
