Keep the water on at Rachel's home in Nashville

The water account is 2 months behind. Rachel received a disconnection notice that says service will be cut off on August unless $700 is paid. She had never been late before my partner leaving the household.
Rachel called the provider and asked about a payment plan, but they need a down payment of $100 first, which isn't available.
The household includes three children under ten, and going through the cold months without water isn't safe. Without it we can't refrigerate insulin and food, or keep the house at a safe temperature.
Rachel is working on getting back on her feet, and wants to pay it forward once steady.
The money will go directly to the utility provider, and I'll post the paid statement here.

Sure. The biggest one is gas arrears, $320. The rest is in the list at the bottom of the post and I'll upload receipts as I pay each one. Fair thing to want to know.
