Keep the water on at Leonardo's home in San Jose

The water account is 3 months behind. Leonardo received a disconnection notice that says service will be cut off on May unless $550 is paid. He had never been late before my partner leaving the household. Leonardo called the provider and asked about a payment plan, but they need a down payment of $90 first, which isn't available. The household includes a parent on oxygen therapy, and going through the rainy season without water isn't safe. We can't cook, keep medicine cold or heat the home.
