The heating account is 3 months behind. Óscar received a disconnection notice that says service will be cut off on May unless $400 is paid. He had never been late before an unexpected car repair. Óscar called the provider and asked about a payment plan, but they need a down payment of $150 first, which isn't available. The household includes an elderly mother, and going through the cold months without heating isn't safe. We can't cook, keep medicine cold or heat the home.
