Keep the heating on at Meet's home in Mangaluru

The heating account is 3 months behind. I received a disconnection notice that says service will be cut off on December unless I pay $100. I have never been late before my partner leaving the household. I called the provider and asked about a payment plan, but they need a down payment of $20 first, which I don't have. I live with a parent on oxygen therapy, and going through summer without heating isn't safe. Without it we can't refrigerate insulin and food, or keep the house at a safe temperature.
