Keep the heating on at Daniela's home in Springfield

The heating account is 2 months behind. Daniela received a disconnection notice that says service will be cut off on November unless $650 is paid. She had never been late before August's medical emergency. Daniela called the provider and asked about a payment plan, but they need a down payment of $145 first, which isn't available. The household includes a disabled brother, and going through summer without heating isn't safe. We can't cook, keep medicine cold or heat the home.
